A local councillor in flood-hit Shepperton, Surrey was caught on camera on Thursday appearing to suggest that people who choose to live close to the river must accept flooding.

Local resident Jason McCarthy was walking in Shepperton Recreation Ground when he spotted Conservative Councillor Robert Watts and asked him what he was doing to help the flood-affected residents of Shepperton..

"If people want to live by the river, that's up to them," Watts responds.

Not satisfied with the answer McCarthy continues to probe but Watts walks away.
