Almost Hit by Someone Fleeing After Doing Donuts

I was taking a break in my car when I heard someone doing donuts in the distance and went to investigate. When I turned the corner I was surprised to see all the tire smoke floating across the road (it can be seen in the light). I was going to do a U-turn to leave, but the turn was no U-turn. So, I decided to move over into the next lane when the vehicle came speeding down the road towards me, almost hitting me. The smell of burned rubber increased as it slew by. It must have been going almost 70 mph in the 40 mph zone. I tried to accelerate and get a better look at the car but they were too fast so I left it.
