Miss Penguin = Reggie’s girlfriend
Buster takes it upon himself to defend Oscar whilst he is exploring Miss Penguin and working out what to do with her. She is the love of Reggie’s life so he’s a bit annoyed that he’s not allowed to go near her. He’s such a sweet bird he won’t argue about it with the other birds.
(We don’t have a female because any knowledgeable Budgie owners knows that males can make a flock, and females can cause way too many issues. We don’t want eggs and we don’t want female hormones messing with the dynamics we have. So if Reggie needs to get his kicks from a plastic bird he is allowed)
