Drunk Brit on Ryanair Flight - injury risk to passengers

The incident occurred on 19 August 2017 on Ryanair Flight 3231 from Cyprus (Paphos) to Stansted airport. The passenger was drunk and disorderly. At the point of landing, as the plane was approaching the runway, the passenger left his seat and walked to the front of the aircraft opening all overhead lockers. He picked up his luggage and returned to his seat having left the overhead lockers open. Staff did not intervene to close them, so the plane landed with the overhead lockers open, posing a serious risk of injury to passengers from falling items and luggage. Other passengers complained. Ryanair staff responded "sorry if we gave you a headache". We asked them to report the incident, as being drunk and acting disorderly on an aircraft is a criminal offence. Ryanair crew did NOT report the incident. We saw the passenger a few minutes later at passport control having an argument with his partner and leaving the airport without any repercussions. This is unacceptable and Ryanair should be investigated for failure to report the incident to the authorities.
