Van totals my truck

The driver was an illegal immigrant who ran off at the scene and as far as I know has yet to be caught. The passenger who is also the owner of the van didn't have insurance or the var registered under him. The driver also claimed that he doesn't know the driver of the van and that he was just one of the many living in the same house. The van owner only got two ticket for the no proof of insurance and improper plates. The detective told me a few days after theeally couldn't take him to court as it would have just cost me additional money and in the end he wouldn't be able to pay me for my loses. My insurance company who holds my home and multi-vehicle policy claimed my after market parts were't covered under my policies so they only payed for the stock value of the truck and the home damage. They didn't pay for any of the additional parts I put on the vehicle. At the end occupants of the van walked away without any recourse and I walked away with all the lose. The sad part is if it was me holding information on the whereabouts of the driver I would most likely be in major legal problems with the police and I am a tax paying citizen in this area.

After months a insurance company contacted me stating that they represent the van owner but he didn't have sufficient coverage so the gave me a little over $1K out of my $20K lost out of pocket due to this incident.
