Bike Thief caught on Ring Spotlight Camera - Part 2

This video is of a bike thief in action on 4th September 2018, the man walks into the car park with a car registration KJ06 KFX, who entered at the same time, the car dips their headlights as the man walks in, this is only at 8.30pm at night and he has an unusual top, in black with white arms. The car tax ran out on this car on 31st August 2018 and this bike theft occurred on 4th September, so the driver was driving illegally, the police were informed, but advised that no tax on the car was a DVLA matter and they could not deal. Further videos show the car going down the road and bar up a couple of times and each time slowing down, looking into the car park, although you cannot be certain the registration was linked without further investigation as you cannot see him get into or out of the car on the video, the fact that the car pulled into the carpark at exactly the same time and is seen slowing down a couple of times past the car park, then is not seen again after the bike is gone, combined with now tax, seems a no brainer. I have 4 videos, showing the bike theft from different angles. The bike was locked in a shed, and the lock was broken and the thief rode away on the bike, up the road, the same direction as the car was last seen going. The thief took the broken lock with his, I assume not to leave any evidence.
