July 26, 2019. I was going North on Utah Highway 89 between Birdseye and Thistle. I had just came South through there less than an hour before. There had been a downpour of 1 1/2 inches of rain in about 45 minutes. Water was running down the mountain and across the road. There was two feet of mud and rock on the road.
