A coal preparation plant and surrounding streets were submerged after a nearby dam collapsed in northern China.

The video, filmed in Yan'an city in Shaanxi province today (August 1), shows water turning black after mixing with the coal and washing vehicles down the flooded streets.

In another clip, a man can be heard shouting, "the person has been flushed away," when a three-wheeler driver was being dragged down the road by the floodwater.

Another man who was caught up in the black water earlier was telling passersby about the incident on the roadside after escaped from it.

No casualties were reported and local relative departments are rescuing people.

从陕西省延安市子长县委宣传部处获悉，8月1日9时50分，子长县瓦窑堡街道镇桃树洼村一处小型水坝发生溃塌，消防、公安等有关部门正在现场组织人员紧急抢险，目前暂无人员伤亡报告。据宣传部最新消息，溃坝造成的积水已退，交通、环卫等部门人员正对道路进行清理。
当地一名在子长县城区富源路的商家称，溃坝溢出的洪水冲掉了当地一座洗煤厂，冲刷而下的水呈乌黑色。现场拍摄的溃坝视频显示，大量黑色的泥水涌向马路和两旁的人行道，街上的小车、三轮车等被一并冲走。当地一名群众亦被水流冲击，瞬间变“泥人”，其满身污泥地坐在路边，惊魂未定，向过路人大声哭诉。
