Dangerous driver almost hits pedestrian then stops to talk with dodgy registration plate mate
Toyota Prius almost hits a pedestrian because of his speed. The tyre even squeaks when he's stopping. Stops next to his friend who appears to have attempted to modify the appearance of his registration plates. When the first car drives off the second one pulls out almost into the side of me. You can also see damage on the side of his car.
