Drivers were baffled after seeing a topless man roller-skiing through a busy road during rush hour traffic in Singapore.

Motorist William Lee recorded the man on the city state's famous Raffles Quay on May 5 shortly before 6pm.

The urban skier was wearing only a small pair of black shorts while using poles to propel himself forwards near the Lau Pa Sat Food Court.

Baffled locals were unsure whether it was illegal or not to use roller skis on the road.

''He obviously couldn’t catch up with the vehicles beside him, but still travelled at a decent pace similar to that of a cyclist,'' one resident wrote online.

''We’re not sure if such activities are even allowed on our roads.''
