According to reports, Elmwood Park Police Chief Michael Foligno rescued people from the ice at the Passaic River in New Jersey on Thursday afternoon, February 4.

Foligno used a shovel and a borrowed canoe to pull a 2-year-old girl and her mother from the frigid river.

It is not clear how they wound up in the water as of writing.
