Cape Town's homeless problem in the spotlight

NGOs have accused the City of harassing and criminalising the poor and homeless living on its streets. The City's law enforcement division headed by JP Smith has been accused of brutality and heavy handedness towards the poor and marginalised. The City’s treatment of the poor and homeless has raised eyebrows both locally and internationally. The City of Cape Town and the Western Cape province is under the political control of the Democratic Alliance, South Africa’s official opposition party.
