Houses, shops, and schools were devastated by the deluge after the sudden change in the wind patterns in Tacloban province.
Some residents were asked to evacuate including those who are in low-lying areas but most chose to stay and guard their belongings.
No one was reported hurt while local officials provided relief aid to affected villagers.
A ‘shear line’ is caused by a sudden change in the horizontal wind, causing weather disturbance in a narrow corridor.
