West Bengal Governor Jagdeep Dhankhar arrived at Jaipur, India on Friday, March 25, 2022. Dhankhar being welcomed by Rajasthan Chief Minister Ashok Gehlot abnd Assembly Speaker Dr C. P. Joshi.

Jagdeep Dhankar take part as the chief guest in a seminar on “Role of Governor and the Legislators in furtherance of Parliamentary Democracy” and and honored four best Legislators. The event was organised by the Commonwealth Parliamentary Association (CPA)’s Rajasthan chapter in the state assembly.

Dhankhar said, “In democratic governance it is bounden duty of the Governor and the Legislators to ensure that there be Rule of Law and not the Law of ruler. All need to bear in mind Thomas Fuller celebrated observation- “Be you ever so high, the law is above you.”
Governor of a state is easy “punching bag” if he is in a state ruled by a party that is not in saddle at centre. He is instant “suspect”. There are only “brickbats” for Governor only for the reason the suspicion is premised as being “agent” of party in power at the centre.”
In democratic governance abiding Constitution or Law is not optional. It is obligatory. Time to heed what Dr. B R Ambedkar reflected in Constituent Assembly:“Unconstitutional methods or undermining rule of law is Grammar of Anarchy & sooner we abandon them, better for us.”
“In democracy there is need to make available space to all shades of opinion. This has been eminently focused by the Father of the Nation who said “Evolution of democracy is not possible if we are not prepared to hear the other side.”
It is expected of high constitutional functionaries- the Governor and the Chief Minister to be in tandem and harmony so that in togetherness they subserve public interest. Confrontational stance, one or either side, is antithetical to spirit and essence of Constitution.”
“It is disconcerting that of late incidence of public spat between high constitutional functionaries- the Chief Minister and the Governor is on the rise. This can never be appreciated. Howsoever justifiable, it ends in ridiculing both offices.”
These institutions can affirmatively contribute only if there is collaborative consultative and deliberative response of the Executive in saddle. There is imperative need for dialogue and discussion. Confrontational or adversarial stance either side cannot be appreciated. Issues that logically and constitutionally need to be deliberated in these temples of democracy are rampantly being traversed outside or on streets. In the 75th year of our independence we all need to focus on this to ensure these theaters of democracy do not get capsized.”
I firmly believe in Constitutional functionaries role being confined to what is spelt out in the constitution. These functionaries ought not to be burdened with other obligations, statutory or otherwise.”

The best MLAs (Member of Legislative Assembly) were honored in the seminar in the Legislative Assembly. MLA Gyanchand Parakh for the year 2019, MLA Sanyam Lodha for the year 2020 and MLA Babulal and MLA Manju Devi for the year 2021 were honored. The Chief Guest of the program, the Governor of West Bengal Jagdeep Dhankhar honored the MLAs by presenting them a memory. During this, Dr. Joshi presented a memento to the chief guest Dhankar. Earlier, the guests started the program by lighting the lamp.
