This is the moment foreign tourists beat up a Russian man accused of being a scammer in Indonesia.

The group were filmed disrupting traffic on the Dewi Sri road in Bali as they pounded the suspected fraudster on September 16 evening.

Footage shows a rider in a black shirt and helmet being pummelled by a barrage of punches, kicks, and knees from several hulking men until he sat helpless on the pavement with his motorcycle lying on its side next to the road.

Other members of the group are seen trying to break up the fight as angry motorists honked for them to move out of the way.

Kuta Police said the brawl involved 'Russian Caucasians' and confirmed the incident happened in the Badung Regency on Friday, September 16.

Kuta Police Chief Yogie Pramagita said the beaten-down biker has been arrested on suspicions of fraud.

He said: 'We did not receive any report on the attack itself. By the time we arrived at the scene, the crowd had already dispersed. The report that we received was a fraud case.

'We will give more updates later.'
