A couple of Oxford residents shared their anger on council plans to divide the city into six "15-minute neighbourhoods".

Filmed inside Oxfordshire County Hall on November 29, the footage shows a woman speaking to council members claiming "filters, gates, and fines" are being "forced" onto the people of Oxford.

She references how 1,000 people answered an online survey and how that "isn't 1 percent of the population".

Another furious woman is heard saaying: "I will be leaving, I pay taxes you just sit there. You're turning this city into nothing."

The plans include fines for any residents who drive outside their designated district more than 100 days a year.
