This is the moment a cyclist in London on Queensway caught a BMW driver inhaling from a balloon and tossing out rubbish on January 31.

"I was cycling along and saw this slightly reckless u-turn, so thought I'd see if the driver was on the phone. Instead, he was huffing N2O from a balloon, and you can clearly see the large blue N2O cylinder by the console and his left leg," the filmer alleges.

The UK's Levelling Up Secretary Michael Gove announced on Sunday (March 26) that nitrous oxide is set to be banned under plans to clamp down on anti-social behaviour.
