A Quad being driven on a fairly narrow Cornish road with A CHILD sat on the lap of an adult, it has no registration plate on the front so how do you report them to the Police? are they above the Law? i often see these things driving around with the driver on the phone, are they subject to different laws than cars and goods vehicles. The child is in the bottom left hand corner of the screen.
