2015年11月21日上午11:30分左右，江苏淮安实联大道与台玻大道路口东北侧150米在建工地旁，因为地基塌方导致一辆搅拌车突然翻下河，整个驾驶室严重变形，挡风玻璃碎裂一地，侧翻下河的位置还有明显的车轮印记。司机和副驾驶下车没多久搅拌车就侧翻下灌溉沟渠中，这让司机看得目瞪口呆。
