STORYLINE:
 
Heavy rainfall has lashed swathes of northeast China over the past several days, submerging farms and worsening floods as rescue workers scramble to contain the havoc caused by Typhoon Doksuri.
 
Grain-producing Heilongjiang has issued flood warnings for areas near Mudanjiang River. Rain-triggered floods have affected more than 130,000 residents in the provincial capital Harbin, damaging over 40,000 hectares of crops and forcing tens of thousands to relocate.
 
In Jilin Province, authorities have stepped up efforts to drain submerged farmlands.

"We took immediate action to assess the damage to farmlands and devise effective drainage plans. For the farmlands that were mildly inundated and suitable for digging ditches, we swiftly dug ditches and dredged the mud to drain the excess water. For those severely inundated in lower regions, we used mechanical equipment to discharge the water at the fastest pace possible, minimizing the loss of the farmers as much as we could."
 
Heavy rainfalls have also caused power outages in some areas of Jilin, as the grid personnel scrambled to restore power.

"At present, a 66 kV substation and seven 10 kV lines are out of operation, affecting 14,315 households. Residents in the flood-hit areas have been safely evacuated. Safety ensured, our personnel will go where the flood recedes and restore the power supply there."
