A highway was submerged by floodwater as Super Typhoon Saola dumped heavy rain on the Philippines today.

Footage shows a stretch of the Santa Teresita highway covered in muddy water as the storm battered Cagayan province on August 30. Vehicles battled through the deluge, with villagers guiding drivers across the flooded path.

The Cagayan provincial disaster office said at least 388 people have been moved to evacuation centres or sought shelter with relatives due to the typhoon.

Typhoon Saola, known locally as 'Goring', intensified into a super typhoon on August 27, state weather agency PAGASA said.

It tore through the Philippines' northern provinces over the weekend, displacing more than 2,000 people, officials said.

PAGASA said Saola had re-intensified to super typhoon strength late Tuesday evening as approached the country's northernmost island of Batanes. It was expected to maintain its strength as it churns northwest toward Taiwan before slamming into southern China and Hong Kong.
