Virginia Gov. Glenn Youngkin declared a state of emergency on Friday, September 22, ahead of Tropical Storm Ophelia that would affect the coastal regions of the state.

Ophelia is expected to make landfall in North Carolina on Saturday morning, bringing strong winds, flooding, and a life-threatening storm surge, according to the National Hurricane Center.
