STORYLINE:

A joint Palestinian security force began on Monday implementing the first step of an agreement reached between the Palestinian Liberation Organization (PLO) and Islamist factions in Ain Al-Helweh Palestinian refugee camp in southern Lebanon through the deployment across contact points.

This step aims to eliminate tension and reassure people upon their return to their homes inside the camp.

SOUNDBITE 1 (Arabic): MAHMOUD AJOURI, Head of Joint Security Force
"We are executing the first step of our agreement with the political leadership of all the parties as 45 elements of a joint security force are deployed in 2 major areas. We hope that this step will be executed successfully and the next step will be decided by the political leadership in Lebanon in coordination with the political leadership of Sidon. We hope that we will finalize this step successfully and the next steps will follow."

SOUNDBITE 2 (Arabic): MAHMOUD AJOURI, Head of Joint Security Force
"We hope if this step is successful, we will execute the next step and the security in the camp will be achieved and all the people of the camp who left will return to all the areas in the camp."

SOUNDBITE 3 (Arabic): MAHMOUD AJOURI, Head of Joint Security Force
"Following this step hopefully and within 24 to 48 hours, an agreement will be reached, so all the militants will vacate the UNRWA schools."

SOUNDBITE 4 (Arabic): FOUAD OSMAN, Member of the Palestinian Joint Action Committee in Sidon, and Democratic Front official
"This step is to assure militants of both parties that neither side will advance toward the other, and it will be followed by the next step which will involve removing all the barricades, and the joint security force members will be deployed in those areas to reassure the civilians that the security and peace will reign."

However, the Palestinian refugees still feel that the agreement reached by the confronting parties is not enough to reassure them to return to the camp.

SOUNDBITE 5 (Arabic): IM AHMAD, Palestinian refugee
"To tell you that we are reassured no we are not, because everything is as it was before, nothing have changed. Look at the destruction there is no life here. God bless them. They are working hard to restore the situation but the people are not reassured. Thank you and we hope the situation gets better."
