Japan: Despite Ban On Gathering, Halloween Crowds Flock To Shibuya 3

Despite the Shibuya Ward authorities' plea to people not to come to Shibuya on Halloween and days prior to it, crowds still flocked to the popular Tokyo spot to experience the famous costume wearing revelry on October 31.

Costume wearing visitors were relatively less this year but police presence was unmistakably larger. The Hachiko exit of the Shibuya station was cordoned off to prevent people from gathering there. A huge billboard saying "No Events for Halloween on Shibuya Streets" in Japanese and English was also installed outside the Shibuya station early this month.

The decision of Shibuya officials to restrict crowds was in light of the fatal crowd crush in South Korea last year and to prevent disruptive activities.
