American and Luxembourg tourist killed by Russian driver in Thailand

Two tourists were killed when their motorcycle was struck by a Russian driver in an electric car in Thailand.

The American man Nickolas Joseph Ayoub, 21, and Luxembourg woman Schintgen Cey-Lan, 19, were riding a two-wheeler together when Russian woman Irina Pustovalova, 41, crashed into them near the entrance of the Friendship Beach Resort in Phuket past midnight on November 5.

Authorities checked CCTV footage of the crash showing Irina's sedan moving at high speed before slamming into the pair from behind.

Police Captain Jaras Lekpan of the Chalong Police Station said they received a report about the accident at 1 am.

Medics and police officers arrived at the scene, where they found the wreckage of Irina's BYD electric car and a Honda Click motorcycle.

Nickolas and Schintgen were dead at the scene with multiple injuries, including torn muscles.

An electricity pole and traffic signs were also damaged from the impact of the crash.

The tourists' bodies were taken to the Vachira Phuket Hospital for a post-mortem examination.

Police said Irina had also undergone an alcohol test and they were waiting for results. They added they were investigating the case and were pressing charges for reckless driving resulting in death against Irina.

Officials were contacting the tourists' relatives to inform them of their passing.

Repair work has commenced on the damaged electrical post affected by the collision.

Thailand has one of the world's worst road safety records. Ministers have set the goal of reducing fatalities from 32.7 deaths per 100,000 people to 12 per 100,000 people by the year 2027.

However, a lack of road safety education in schools along with notoriously easy driving tests, police failures to enforce road laws, and chronic under-investment in infrastructure, all appear to hamper the efforts.
