Arab and Muslim leaders condemned the "barbaric" actions of Israeli forces in Gaza but refused to endorse punitive economic and political measures against the country for its military action against Hamas in Gaza.

The Arab League and Organization of Islamic Cooperation summit in Riyadh (the Saudi capital) laid bare regional divisions over how to respond to the military conflict.

The final declaration rejected Israeli claims that it is acting in "self-defense" and demanded that the UN Security Council adopt "a decisive and binding resolution" to stop Israel's "aggression."

He also called for an end to arms sales to Israel and ruled out any future political resolution of the conflict separating Gaza from the Israeli-occupied West Bank. "Neither Israel nor all countries in the region will enjoy peace and security" without the establishment of an independent Palestinian state, said the 57 Arab and Muslim-majority countries that participated.
