Footage shows the overflowing Mission Creek spilling onto the West Haley Street Bridge as a storm pummeled Santa Barbara in California on February 4.

The inclement weather has triggered evacuations in low-lying areas as intense rains and gusts of up to 65 miles per hour created 'emergency conditions' in the region.

Police have also warned local drivers to be careful while travelling during the storm.

California was being battered by a strong atmospheric river that has dumped torrential rains and caused landslides and catastrophic flooding in the state.

Atmospheric rivers are long, narrow bands in the atmosphere that transport moisture out of the tropics toward the Earth's poles.
