6. SOUNDBITE (English) Joao Mira Gomes, director, Henley Partners Portugal (starting with shot 5/ending with shot 7):
"Let's say that 5,000 people came to live in Portugal via the Golden Visa program in the past five years. This represents a tiny percentage of the people looking for houses in Lisbon and in the big cities in Portugal, in Porto and the other big cities. And when you think about it, the kind of property that wealthy entrepreneurs and golden visa applicants typically want are not necessarily the same as the ones that the average Portuguese person wants.";

8. Various of pedestrians, screen showing ramification on apartment;
9. SOUNDBITE (Portuguese, dubbed in English) Andre Escoval, spokesman, Door-to-Door (ending with shot 10):
"The central government needs to develop a policy to increase public housing. In Portugal we have just 2 percent public housing. The European Union average is around 20 percent. And there are countries like the Netherlands, for example, where the average is around 30 percent.";
10. Various of street views, house rent advertisement, pedestrians, buildings.
Storyline:
The Portuguese capital city of Lisbon is facing a severe housing crisis as soaring prices have made it increasingly difficult for young people to afford homes, leading to protests and raising concerns about starting families in the city.
Amidst this housing crisis, a lawyer residing in Lisbon shares her story of being evicted three times in eight years due to exorbitant rent hikes imposed by landlords.
Currently residing in a shared accommodation, Patricia Cacapa, the lawyer, like many others, worries about the uncertainty of the future and how it will impact her ability to establish a family.
The housing crisis has ignited anger among residents, leading to street protests not only in Lisbon but also across the country.
In an attempt to address the issue, the previous government implemented a measure to ban property purchases through the 'Golden Visa' program.
This program previously allowed foreign citizens to obtain residential status and visa-free access to Europe's Schengen zone by investing in properties worth over half a million U.S. dollars.
However, companies specializing in migration visas, such as Henley and Partners, disagree with the ban, said that the number of people benefiting from the program is relatively small compared to the overall demand for housing in Lisbon and other major cities.
With Portugal's hung parliament, the future direction of the government housing policy remains uncertain.
Organizations like 'Door-to-Door' believes successive governments have failed to provide affordable housing for those most in need.
As officials in Lisbon continue their efforts to attract high net worth individuals through programs like the "Golden Visa," they face the challenge of striking a delicate balance between catering to the needs of ordinary citizens and attracting wealthy investors. Finding a solution to this complex issue remains a daunting task for the government.
