Efforts to set up a transitional government in Haiti have stalled as delegates struggle to choose a leader. Amid the uncertainty and continuing gang violence, many residents are booking flights to flee the country.

At the airport in Cap-Haitien northern Haiti, which has just reopened to commercial flights, some Haitians who intended to use commercial flights are seeking to fly either to the United States or in some cases, to other Caribbean countries.

This comes after weeks of chaos and violence that has engulfed Haiti, particularly the capital of Port-au-Prince.

The Florida Department of Emergency Management is also helping with U.S. charter aircraft for U.S. citizens, helping them to leave Haiti and return to Florida or stay with relatives in the United States.

The United Nations estimates half of the 11 million population needs humanitarian assistance due to the chaos in Haiti. On Monday, the UN Office for the Coordination of Humanitarian Affairs (OCHA) said an example of the volatile environment and its impact on the health sector, the Bernard Mevs Hospital in Port-au-Prince, which had recently reopened, was forced to suspend its operations again due to insecurity.

To bolster the account, the World Health Organization (WHO) reported that less than half of health facilities in the capital are functioning at their standard capacity and that operations were crippled and hindered to the few remaining facilities.

Despite the challenges, the WHO said it supports the Ministry of Health and local partners with supplies and logistics, including water, sanitation, and hygiene and disease surveillance in centers for displaced people.

The World Food Program said it provided 17,500 hot meals to the displaced persons on Sunday.
