Driver oblivious and pulls straight across oncoming car.

I was just driving along, had seen someone get in the parked car on the right so anticipated they may pull away without checking properly to their left. I kept my speed level and when I saw their wheels turning I slowed a little, but then they turned straight across in front of me to turn right. The driver looked completely surprised to see me when they looked round and put their hand up to apologise. Had I been travelling faster and been less aware of my surroundings this could have caused a collision. Worse still, I could have been a child riding a bike along the road, unaware of the danger posed by this driver’s complete lack of awareness and care.
