SOUNDBITE (English): NELSON TY, Village councilor
"There's a small restaurant. Maybe, there are people cooking inside. And then suddenly, there's a big explosion. And then, luckily, the cook was able to come out. I saw about five people coming out. Then after 2 minutes, the fire is already very big. So there are some people, boarders, living in the mezzanine and second floor. They were not able to come out. Unluckily, 11 of them were burned."
Among the dead was the wife of the building owner, whose body was found on the third floor, Ty added.
A building security guard told reporters at the site that a liquified gas petroleum tank in the canteen on the first floor exploded, triggering the fire.
However, the bureau, which is conducting an investigation, has yet to confirm the cause of the deadly fire.
