Kaohsiung streets flooded by Typhoon Gaemi, causing difficulties for drivers and pedestrians
Looks like Aquaman's Lost Kingdom is somewhere in Kaohsiung, Taiwan. That's the only reasonable explanation for why the streets were covered with floodwater.

Nonstop rain makes both driving and walking extremely difficult.
