Woman confronts council officer after being fined for throwing dog poop in bin

Footage has emerged of a woman confronting a council enforcement officer after he fined her for putting her dog's waste in a bin.

The video, shot last month in Maidstone, UK, shows the woman asking the council officer if it is legal and to put dog faeces in a bin after she was fined a few days before for this action.

The council officer can be heard explaining that it is legal but that he wasn't aware the law had changed, hence him issuing a ticket.

Michael Swoffer, Maidstone Borough Council’s Environmental Enforcement Manager, said: “It is not an offence to put dog waste in a litterbin, so this fixed penalty notice was issued incorrectly. We have refunded the money to Mrs Adams and would like to apologise to her for the mistake. Some years ago our policy was that dog waste must be deposited in a dog waste bin not a litter bin, however our policy has changed and it’s actually something we now encourage. We have made sure the officer who wrongly issued this notice is aware of this.”
