This is the terrifying moment wind howled outside a library in China.

Students and staff were stranded in the building due to a severe windstorm and rainfall in Shapingba, Chongqing, on September 2.

Footage shows the glass panes shaking violently, causing fear among those inside the room.

Locals had been experiencing high temperatures for several days and authorities decided to use artificial rainfall to combat the heat, which reached 42 degrees Celsius.

China is one of the leading countries in cloud seeding. The country has used this technology extensively to combat drought, improve air quality, and reduce hail. It famously used cloud seeding before the 2008 Beijing Olympics to ensure clear skies.
