"China knows that there can be no democracy without meeting the basic needs of the people. The Chinese practice of democracy is wholesome, where everyone is taken care of, everyone's needs are looked after.
China's democracy is based on everyone getting a piece of the pie. In China, we find that, socially, it is stable through culture, through development, through civilization within the society. There's a lot of understanding between the governing system and the people being governed.
The whole-process people's democracy is starting from the grassroots up to the highest level, where a lot of consultation goes on. So there are no gaps in the process."
