The sequence of events began when a disturbance in the parking lot prompted Deputy Fowler to intervene. Attempting to deescalate the situation, he approached Baker, who was already displaying erratic behavior. Sensing the potential danger, Fowler stepped back to call for additional support, but in a sudden and violent turn, Baker accelerated her car in reverse, striking the deputy and fleeing the scene.
