He removed both hands from the handlebars, stood on the scooter's footrest, and spread his arms while riding, recklessly weaving across four lanes of traffic.

Chengdu police received reports from concerned citizens and summoned Long for investigation. Authorities determined that his actions posed a serious threat to road safety and disrupted public order.
