Azerbaijan: China intent on building partnerships at COP29, even as int'l opinions differ on financing
Baku, Azerbaijan - Recent Although negotiations stall on key financing measures at the COP summit, China remains determined to use the meetings as a platform to advance South-South cooperation on climate change mitigation and adaption, according to Liu Zhenmin, Chinese Special Envoy for Climate Change. The 29th session of the Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change is taking place in Baku, Azerbaijan from Nov. 11 to Nov. 22. With the conference entering its tail end, countries have yet to agree on a climate finance deal that would support climate action in developing countries. Seen as one of the summit's main deliverables, the New Collective Quantified Goal (NCQG) is a climate finance target that representatives from all countries are expected to set. However, it is also one of the most contested items discussed at the COP29 that strives hard to inch forward. No country has put forward new financial commitments so far. Certain developed countries regard climate finance as charities and have attempted to involve larger developing economies as obliged contributors as a prerequisite to scale up climate finance in the first week of negotiations. This stance contradicts the principle of "common but differentiated responsibilities" enshrined in the UNFCCC, which asserts that while all states share responsibility for addressing global environmental challenges, their levels of responsibility are not equal. As a large developing country, China has contributed to mitigating climate change through South-South cooperation, according to Liu. China released an action plan during a high-level meeting at COP29, stating that the country will implement a South-South cooperation flagship project on early warning for climate change, providing meteorological observation equipment and cloud-based early warning systems to relevant developing countries.
