STORYLINE:

China Communications Construction Company (CCCC), builder of the East Coast Rail Link (ECRL) mega rail project in Malaysia, inked a joint venture agreement on Wednesday to establish an operating and maintenance company with project owner Malaysia Rail Link (MRL).

The signing ceremony was witnessed by Malaysian Transport Minister Anthony Loke Siew Fook and Chinese Ambassador to Malaysia Ouyang Yujing.

Loke said that the agreement will allow both parties to share ECRL's operating costs while facilitating technical knowledge and expertise, with the ultimate result being shared development benefits.

"The Ministry of Transport envisages that the joint venture between MRL and CCCECRL (China Communications Construction ECRL) in ECRL's O&M phase will further drive cooperation between China and Malaysia as well as deepen trade linkages and investments between our two countries."

Ambassador Ouyang said that ECRL, which has received great attention from both China and Malaysia, will play an important role in driving employment, improving people's livelihoods, and stimulating regional economic development.

Ouyang also expressed hope that both sides would work hard to maintain and operate the railway and to make it a road to wealth and happiness for the public.

ECRL traverses the Malaysian peninsula, connecting the Southeast Asian country's main transport hub of Port Klang with the northeastern state of Kelantan.

The railway is expected to greatly enhance connectivity and bring more balanced growth to Malaysia by linking the country's less-developed east coast region to the economic heartland on the west coast.
