Tampa, United States - December 28, 2024 A shooting involving two Tampa Police Reserve Officers on Channelside Drive has sparked intense scrutiny, with newly released surveillance footage shedding light on the December 28 incident. Captured by a Hart Trolley camera, the video shows 38-year-old Jaquan James Thomas moments before he was shot by Reserve Officers Shelby Riggs-Hopkins and Paul Spike Hopkins, a married couple with prior law enforcement experience. Authorities say Thomas threatened to shoot an officer and reached for his pocket just before he was struck three times. Thomas remains hospitalized in critical but stable condition. Investigators have not yet recovered a weapon, and the Florida Department of Law Enforcement (FDLE) is leading the probe to determine whom Thomas allegedly threatened. Reserve Officers, who volunteer to support emergencies and special events, do not wear body cameras, leaving the trolley video as a crucial piece of evidence. With the area bustling at the time, officials are urging anyone with additional footage to come forward. The Tampa Police Department will conduct an administrative review once the FDLE completes its investigation.
