On January 4, in Xinning County, Hunan Province, Mr. Liu was driving an overloaded heavy dump truck (approved load: 15.3 tons; actual load: 45 tons) along Provincial Highway 243. While navigating a curved and sloped section, he failed to reduce speed in advance or pay attention to road conditions. Unable to brake in time, he collided with a heavy-duty fence truck making an illegal U-turn at an intersection.

Terrified, Mr. Liu jumped out of the truck just before the collision, narrowly escaping injury. The accident caused damage to both vehicles, with Mr. Liu and the other driver, Mr. Meng, sustaining minor injuries.

An investigation revealed that Mr. Liu was at fault for overloading, driving without proper licensing, and failing to maintain a safe speed on the curved slope. Mr. Meng was also found at fault for making an illegal U-turn on a curved slope. Both were deemed equally responsible for the accident.
