This video was taken in November of the riot police putting up their shields as protestors threw objects at them in protest against the Georgian Dream party. The party has been accused of being pro-Russian, authoritarian and corrupt and the elections were riddled with undemocratic practices such as ballots being taken and people being pressured, payed or intimidated to vote for the Georgian Dream party.

Protestors have been demonstrating across Georgia for months, with the biggest demonstrations being held outside of parliament on Rustaveli avenue. This night in particular had an incredible charged atmosphere, with fires being lit in the street, hundreds of riot police, fireworks being shot in the direction of police, multiple arrests many of which were illegal arrests and cases of police brutality.

In this video the riot police are raising their shields in formation against what is likely rocks, water bottles or the tear gas canisters that police had thrown into the crowds earlier in the night.
