The driver, identified as A, failed to notice the child playing near the front right side of the car before starting the vehicle, running over the child's leg. Traffic police determined the driver bore primary responsibility for not checking the surroundings before moving. The child's guardian was also found partially responsible for allowing the young child to play unsupervised near vehicles. Authorities urge drivers to walk around their vehicles before starting and remind guardians to keep a firm grip on active young children to prevent similar tragedies.
