STORYLINE:
The annual sessions of China's national legislature and political advisory body, or the "two sessions," provide a window to observe the ideas and practices of whole-process people's democracy.
Some international observers also shared their insights on China's whole-process people's democracy.
SOUNDBITE 1 (Spanish): EDUARDO REGALADO, Senior researcher at the International Policy Research Center of Cuba
"To understand the whole-process people's democracy, we must first place it within the framework of socialist democracy with Chinese characteristics. This model is a unique expression of the democratization process in Chinese society. People are motivated to participate because their opinions are collected, making this process highly significant in China."
SOUNDBITE 2 (English): CHARLES ONUNAIJU, Director of Center for China Studies, Nigeria
"You can see activeness, what the Chinese call whole-process (people's) democracy, that combines substantive democracy that delivers tangible goals with procedural democracy, where rules are respected and obeyed because the rules also arose from the people, from the process driven by the people."
SOUNDBITE 3 (English): CAVINCE ADHERE, Nairobi-based international relations expert
"When you make sure that everybody's voice counts in a governance system or in a governance process, then it makes it very easy for people to associate and appreciate what's going on. The CPC (Communist Party of China) takes care of the people. It takes care of the interests of the people in its approach to govern. And that legitimacy that comes with the approval of the people ensures that the CPC or the whole-process people's democracy is guaranteed."
Xinhua News Agency correspondents reporting from Beijing.
