According to earlier reports from Egyptian media, the plan proposes the establishment of a Palestinian-led committee to manage Gaza, notably excluding Hamas from governance. Moreover, it envisions international involvement in the reconstruction efforts while ensuring that residents are not compelled to leave their homeland. Media said that the reconstruction initiative is outlined in a three-phased approach to be carried out in three-to-five years. The first phase, lasting six months, focuses on clearing debris and initiating early recovery efforts. The second phase aims to convene international conferences to define specific rebuilding strategies and restore vital infrastructure. Finally, the third phase will provide housing and essential services to the people of Gaza, setting a political framework to facilitate a two-state solution.
