China: Gov't work report highlights multi-pronged measures to boost employment for key groups
China's 2025 government work report outlines a range of measures, from expanding job opportunities to enhancing public services and leveraging technological advancements, aimed at promoting employment, particularly among young graduates and underprivileged individuals, an expert said on Saturday. The report unveiled Wednesday sets a target of creating over 12 million new urban jobs this year. Experts said China's steady annual economic growth of around five percent provides a solid foundation for employment. In addition, the central authorities have introduced more supportive policies to address the employment needs of key groups. The report proposes to expand employment and entrepreneurship channels for young job seekers including college graduates, according to Mo Rong, a national political advisor and president of the Chinese Academy of Labor and Social Security. "Promoting employment for college graduates and other young people should be the top priority of employment policies. We need to create more job opportunities that allow them to leverage their knowledge and expertise, while also providing systematic support in areas such as skill development, professional training, and employment services to help them find jobs and achieve career success, " Mo said. The government work report also emphasizes the need to assist vulnerable groups, such as older unemployed individuals, people with disabilities, and the long-term unemployed. Mo called for stronger and more targeted policy measures to guarantee their basic livelihoods. "We need to offer more precise and effective policy support, establish a tiered and categorized employment assistance system, and ensure people's basic living needs through public welfare jobs. Meanwhile, we must strengthen coordination between employment policies, unemployment insurance, and social security measures to provide better fundamental guarantees," he said. Acknowledging the role of new technologies in reshaping the job market, the report stresses efforts to balance the application of new technologies with job transitions to create new employment opportunities. The expert noted that every technological revolution has driven significant changes in the labor market and the evolution of job opportunities. Today, the integration of new technologies with industrial innovation is giving rise to new industries and business models, creating numerous new professions and jobs. "[Professions] such as big data technicians and industrial robot system operators are emerging as new drivers of employment growth, helping to improve overall job quality," said Mo. He believed that new technologies also contribute to improved work efficiency. The intelligent, logical, and task-oriented nature of technology, coupled with human flexibility, creativity and initiative, can bring about significant advantages.
