China: Shanghai transforms small, underutilized urban spaces into parks

In its effort to maximize the use of limited urban space, Shanghai is turning small and underutilized areas into green spaces for residents. One such reimagined space is Baixi Park in the city's Putuo District, once a railway branch line, an outdoor market, and now a unique three-level community park. Baixi Park stretches 880 meters along Caoyang Road, surrounded by 11 residential communities, two schools, and several institutions, serving nearly 30,000 residents. Given its narrow shape, the park was creatively designed across three levels: the underground level serves as an open exhibition hall for events, the ground level features a basketball court and a rest area, while the top level consists of an elevated walkway for pedestrians. Complaints from nearby residents about noise and sanitation issues saw the market shut down in 2019. With a dense population and limited recreational spaces in the area, local authorities decided to transform the narrow land into a public park. To bring the project to life, the subdistrict engaged a professional community planning team to customize the park's design based on residents' needs. The ground level was elevated by 1.4 meters to create more space for the underground exhibition area, while the top-level walkway was designed to remain below the height of the second-floor apartments to minimize disruptions for nearby residents. Baixi Park is part of Shanghai's broader initiative to develop a "City of a Thousand Parks," ensuring that residents can easily access green spaces in their daily lives.
