Bosnia and Herzegovina: Bosnia urges EUFOR to arrest Republika Srpska leader Dodik amid raising tensions

SARAJEVO, BOSNIA AND HERZEGOVINA - APRIL 5, 2025: Bosnia and Herzegovina’s Foreign Minister, Elmedin Konakovic, has called on the European Union Peacekeeping Mission (EUFOR) in Sarajevo to arrest Milorad Dodik, the leader of the Serb-majority Republika Srpska (RS), following entry bans imposed on Dodik by Austria and Germany. Konakovic’s comments came after Germany’s Minister of State for Europe and Climate Affairs, Anna Luhrmann, was declared persona non grata by the RS. Konakovic condemned this action as an "extraordinary situation," describing it as a "terrorist act and diplomatic scandal." He further emphasized that Luhrmann is entitled to full diplomatic protections under the Vienna Convention. At a joint press conference in Sarajevo yesterday with Austrian Foreign Minister Beate Meinl-Reisinger, Konakovic urged more European Union countries to follow Austria and Germany in sanctioning Dodik. Konakovic said the people of Bosnia fear the situation is deteriorating, and accused Dodik of “openly provoking the system” by refusing to appear for ongoing legal investigations. Konakovic also revealed that Bosnia had received diplomatic assurances that additional EU states were preparing to impose similar sanctions. The crisis deepened after the Court of Bosnia and Herzegovina sentenced Dodik to one year in prison and banned him from political office for six years for failing to comply with decisions from the Office of the High Representative (OHR). In response, the RS National Assembly (NSRS) voted to suspend the activities of several key state institutions within its territory—including the High Judicial and Prosecutorial Council, the Prosecutor's Office, the Court of Bosnia and Herzegovina, and the State Investigation and Protection Agency (SIPA). The Constitutional Court of Bosnia and Herzegovina swiftly annulled those decisions. Despite multiple warnings, Dodik continued to advance a separatist agenda. He announced that the NSRS would debate a new constitution for Republika Srpska, which reportedly includes provisions for “the right to self-determination” and the creation of an “RS Army.” The Prosecutor’s Office later issued detention orders for Dodik, NSRS President Nenad Stevandic, and RS Prime Minister Radovan Viskovic on charges of threatening Bosnia’s constitutional order. A domestic arrest warrant followed after they failed to comply. The Court of Bosnia and Herzegovina also sought an international arrest warrant through Interpol, but no positive response has been received. Writing by Aleyna Cil
