According to eyewitnesses, Israeli forces accompanied by bulldozers raided the town of Ni'lin, west of Ramallah. The soldiers surrounded and demolished two three-story houses belonging to brothers Nail Rida Surur and Raid Rida Surur, claiming they were "unauthorized." In addition, in the town of Beit Ummar, near Hebron in the southern West Bank, Israeli forces used bulldozers to demolish a six-story building owned by Palestinians, again citing a lack of proper permits. The Israeli army frequently demolishes Palestinian-owned structures in the occupied West Bank and East Jerusalem, claiming they are built without permits. The Israeli authorities severely restrict Palestinian construction and agriculture in Area C of the West Bank, making it almost impossible for Palestinians to obtain building permits. Under the "Oslo II Accord" signed between the Palestinian Authority and Israel in 1995, the West Bank was divided into areas A, B and C. The administration of "Area A," which covers 18 percent of the occupied West Bank, was transferred to Palestine for administrative and security purposes; the administrative administration of the 21 percent "Area B" was transferred to Palestine and its "security" to Israel; while the "administration and security" of "Area C," which covers 61 percent, was left to Israel.
