The ceremony took place during a reception marking Victory Day, observed annually on May 9 in Russia and several former Soviet republics to commemorate the Soviet victory in what is known as the Great Patriotic War. Kemel Tokayev was honored for his bravery in battles fought on Polish territory during World War II, though the award had remained undelivered until now, according to officials.
